It also displays a recovery screen to fix issues but restarts again. This restart loop continues. You get error messages like "The upgrade was not successful. Your previous version of windows is being restored. Do not restart your computer during this time". This issue occurs when you upgrade the existing OS to Windows 7. The computer might not boot even with the previous OS.

Select command prompt in system recovery options. Type cd /d c:users (instead of C: select the drive letter to which the Windows 7 was installed) and press Enter and then type dir /s | find "is too long" | more. This would display the duplicate folder name and location which is causing the issue. Now, move the duplicate folders to a temporary location. You can use the command ‘Move' with the identified duplicate folder name and destination (to where you want to move the folder). Restart the computer and this time the reboot loop would not continue, the computer would boot up with the previous OS.
