What are the reasons for the Windows 7 startup repair loop?

For this, you could use the CTRL+ALT+DEL keys together. When you boot from the Windows startup disk, the system will bypass the active partition and important boot files on the hard disk and attempt to start Windows in the normal way.
Use good configuration
You could also use the Last Known Good Configuration feature available in the Windows System to resolve the startup issue. This feature will allow you to undo the changes in the system that creates the issues. This avoids all the changes in the registry of the system. The Last Known Good Configuration feature modifies the contents of the CurrentControlSet registry key with the last used copy of the Operating System. You could select this feature from the Windows Advanced options after restarting the system with the F8 key.
System restore feature is another tool which helps you to restore the system to any of the previous good working state. The restore points are created by the system itself during some major changes to the system. This option is available in the System Tools in Accessories. You could select any of the restore points that help you to avoid the issue.
