When the Windows 7 runs in the safe mode, it would automatically return some of the task menu and also the task bar settings back to their default settings. If you could be able to see the missing taskbar in safe mode, that would also retain the normal mode.
In some cases, disappearing of taskbar and the issues in the taskbar might be due to the drivers. Sometimes when you restart the system running on Windows7, the task bar resets to default settings and also forgets all their customized settings. This issue would occur when 'Automatically Log On' feature is being enabled.
