You have to use the Device Manager in order to scan for new and recently installed hardware. From the Start menu, firstly select the 'Run' option. In the pop up box, you need to type in :Devmgmt.msc" and then click 'Ok'. Then from the Action menu, you need to click 'Scan for hardware changes'. This would make Windows scan and then recognize any new devices that are installed in the system. After that close all opened device managers and the Control Panel. Now, simply follow the above step and see if your system detects the USB device.
You need to disable power management of the USB hub. For doing that, click 'Start', and then click 'Run'. Then type "devmgmt.msc" in the Glossary Link popup box, and click 'Ok'. After that expand the Universal Serial Bus Controllers' Glossary Link node, and then follow the below mentioned steps for each USB Glossary Link Root Hub that is listed there. Right-click the USB Root Hub and then click 'Properties'. In that click 'Power Management' tab and click 'Allow the computer to turn off this device to save power' check box, and then click 'Ok'.
